Two companies offer a senior Java developer in Minsk the same $5,000 a month. One is a resident of the Hi-Tech Park (HTP), the other isn’t. The developer signs with one of them, and the hiring manager at the other wonders whether HTP status made the difference.

It’s one of the questions we hear most from foreign founders hiring in Belarus. Do candidates prefer HTP employers? And if you’re not one, are you starting every offer at a disadvantage? Our IT salary benchmarks for Belarus cover what the market pays. This article covers the rest of the decision: what candidates weigh beyond the number, and how employer type affects whether an offer gets a yes.

The short version is that candidates rarely choose a company because it’s an HTP resident. They choose the things that tend to come with residency, and you can offer most of those without it.

What the Belarusian IT market looks like in 2026

The HTP is still the center of gravity. It has more than 1,000 resident companies and over 60,000 employees, according to figures presented to parliament in March 2026. That’s about 1.3% of everyone employed in Belarus, yet the park accounts for 3% of GDP and 17% of the country’s services exports.

For job seekers, though, the market is tougher than it was a few years ago. In the first quarter of 2026, the job portal rabota.by counted 20.9 resumes for every IT vacancy, far above the 6 to 8 its analysts consider balanced. Yet salary expectations were rising faster than before, so even in a crowded market, candidates aren’t lowering their sights.

That average hides a split. Strong senior engineers in areas like data, DevOps and security still get several offers. Our breakdown of the tech skills foreign employers pay a premium for shows where that competition is sharpest. For them, employer type is a real part of the decision.

What candidates actually weigh

Pay comes first, as it does everywhere. But once two offers are close, it’s rarely the only factor. A 2026 study of IT employer brands in Belarus by Habr and the consultancy Ecopsy found that after several turbulent years, candidates’ priorities have shifted toward safety, open dialogue with management, good working relationships and the stability of the company itself. The study also found growing interest in product companies, even though most Belarusian developers still work in outsourcing.

That matches what we hear in interviews. Before accepting, candidates ask practical questions. Will this company be here in two years? What happens if I get sick? How exactly will my salary be paid? HTP status answers some of these, but not all.

Five employer types, and how candidates see them

From a candidate’s point of view, IT employers in Belarus fall into five groups, each with its own assumptions.

HTP-resident local companies

This is the default for most Belarusian developers: outsourcing and product companies registered in the park. Candidates know what to expect here, from USD-linked salaries to health insurance and a slightly higher net. The main objections are about the work itself: whether the project is interesting and whether the company has a recognizable name. If you’re considering residency for your own company, our HTP page explains how the process works.

Foreign R&D centers inside the HTP

Around 100 international corporations run development centers through the park. They attract candidates who want a global product and a clear career path. The most common question is about the local office’s future: whether headcount is growing, and whether decisions are made in Minsk or at headquarters.

This group is a big part of the market. In 2025, the park reported that about 30% of its residents were foreign development centers and that more than 250 were product companies.

Local employers outside the HTP

Banks, telecom operators, retailers and industrial companies run sizable IT departments outside the park. Candidates value their stability and the fact that sick pay and pensions are based on the full salary. The usual objections are pay, which often trails the HTP market, and a tech stack candidates may see as dated.

Foreign companies hiring through an EOR

More foreign companies now hire in Belarus through an employer of record. The developer signs a Belarusian employment contract but works for an international team. Candidates like the combination, but they want to understand it: who the legal employer is, whether the provider is an HTP resident, and what happens if the client ends its contract.

Our EOR service operates under HTP residency, so candidates get the same payroll setup they’d have at a company in the park.

Contractor setups

Some senior developers prefer to work as individual entrepreneurs and invoice a foreign client directly. They value the flexibility. The trade-off is that there’s no paid sick leave or vacation unless it’s built into the rate.

The rules have tightened, but the option remains. Since October 2024, individual entrepreneurs in Belarus can only work in activities on a government-approved list, and those outside it had to convert to companies by the start of 2026. Computer programming and IT consulting stayed on the list. Amby Legal has a clear overview of how the new rules work.

Here’s how the five compare:

Where HTP status helps an offer

Net pay is the most concrete advantage. The park’s official list of resident benefits confirms that social contributions for HTP employees are calculated from the national average salary rather than from what each person earns. On a 15,000 BYN monthly salary, that adds about 119 BYN to take-home pay.

Candidates notice that when they compare payslips. The bigger saving is the employer’s: roughly 4,000 BYN a month in contributions for that hire, money that can go back into the offer.

The second advantage is harder to measure. HTP status works as a signal. Residency is granted by the park’s Supervisory Board, and candidates read it as a basic check that the company is legitimate and plans to stay. The park itself looks healthier than it did a few years ago. In April 2026, the board reported that new residents were outnumbering the companies leaving the park, and that employment at resident companies was growing.

Third, HTP companies tend to offer the package Belarusian developers expect: a USD-linked salary, a 13th salary, health insurance and a learning budget. Employers outside the park can offer all of this too, but candidates won’t assume it.

Finally, an HTP employer or HTP-resident EOR offers a standard employment contract. For someone planning a mortgage or a visa application, an official employment record can matter more than a slightly higher contractor rate.

Where it doesn’t help, or works against you

The contribution cap has a downside, and experienced candidates know it. Sick pay, maternity benefits and the state pension record are calculated from the capped earnings on which contributions were paid, not from the full salary. For someone on 15,000 BYN a month, a week of sick leave paid only at the statutory rate can cost more than the cap adds to take-home pay over an entire year.

Employees of HTP residents can also refuse the reduced contribution base. In that case, contributions are paid on their full salary, and their benefits and pension record follow it. Senior candidates with families sometimes ask about this, and the best HTP employers answer the concern before it comes up by topping up sick pay to full salary.

HTP status also won’t make you a strong brand. The Habr and Ecopsy study found that the top-rated employers were three to four times more recognizable than the rest of the market.

And pay still dominates. If a company outside the park offers $300 more a month, the candidate comes out ahead there even after contributions. A small net advantage only decides between offers that are otherwise equal.

How to win the offer, whatever your employer type

Whether or not you’re an HTP resident, the offers that get accepted in Belarus tend to have a few things in common.

Show the full picture

Put gross and net pay side by side, name the currency the salary is linked to and the exchange rate date, and list the benefits. If you work with a payroll provider, ask them to prepare these figures for every offer, so candidates don’t have to run the math themselves.

Close the benefits gap

If you’re an HTP employer, top up sick pay to full salary and say so in the offer. If you’re outside the park, point out that benefits are calculated on the full salary, because candidates may not think of it. Either way, health insurance carries a lot of weight with Belarusian developers.

Explain your setup in plain words

Candidates hesitate most when they don’t understand who employs them. One short paragraph covering the legal employer, the contract type and the payroll setup removes most of that doubt. If you’re not sure how to word it, our HR consulting team can help you put it together.

Move quickly

With this many resumes per vacancy, it’s tempting to assume you can take your time. Strong engineers still get competing offers, though, and a slow process loses them. Aim to go from the final interview to a written offer within a few days.

A specialized IT recruitment partner can keep the process moving and tell you early on how a candidate is likely to compare your offer with the others on the table.

If you’re the candidate

If you’re comparing offers yourself, HTP status is worth asking about, but it shouldn’t decide things. First, compare like with like: gross with gross or net with net, in the same currency. Then ask how sick leave is paid, what the package includes and, for EOR or contractor setups, who your legal employer is. A company that answers all of this clearly usually looks after its people.

FAQ

Do HTP companies pay more than other employers?

IT salaries in the park are well above the national average, but residency itself doesn’t raise anyone’s gross pay. What it changes is net pay, slightly, through the cap on social contributions.

How much more will I take home at an HTP company?

If you earn more than the national average salary, which Belstat publishes every month, you’ll take home a little more on the same gross. At 2026 levels, the difference tops out at about 125 BYN a month.

Is an HTP employer more stable than other employers?

Not automatically. Residency shows that the company passed the park’s selection, but it says nothing about its clients, funding or plans. Ask about those directly.

Should I work as an employee or a contractor?

It depends on what you value. Employment gives you paid sick leave, paid vacation and a pension record. A contractor setup gives you more flexibility, but the rate needs to cover everything the contract doesn’t.

Does working through an EOR count as real employment?

Yes. You sign a Belarusian employment contract with the EOR provider, which pays your salary, taxes and social contributions. If the provider is an HTP resident, the park’s contribution rules apply as well.

Can I opt out of the HTP contribution cap?

Yes. Employees of HTP residents have the right to refuse the reduced contribution base. Contributions are then paid on your full salary, and your sick pay and pension record are calculated from it. Your employer’s payroll team can tell you how to arrange it.

Final thoughts

Belarusian candidates don’t prefer HTP employers because of the label. They prefer what usually comes with it: a familiar package, slightly higher net pay and a sense that the company is here to stay. Each of those can be matched, or beaten, from outside the park.

Where residency really pays off is on the employer’s side, through lower payroll costs. The companies that win the best candidates use that saving deliberately, on higher salaries, benefit top-ups and an offer that’s clear and honest from the first line.
